Profile

Maj. Gen. Kharb is a distinguished Veterinarian who has over four decades of professional excellence behind him. He was the Director General, Remount & Veterinary Corps (RVC) of Indian Army and retired after rendering 38 years of distinguished service in the Army. He was decorated with ATI VISHIST SEVA MEDAL (AVSM) by the President of India for rendering outstanding services to the Nation. In recognition of his significant contribution towards advancement of Veterinary Sciences, he was awarded the prestigious fellowship of National Academy of Veterinary Sciences, India.

Presently, Gen. Kharb is the Chairman of Animal Welfare Board of India (AWBI), a statutory body of Government of India which acts as an advisory body to Ministry of Environment & Forests on all matters pertaining to Animal Welfare and Animal Protection Laws. It also provides financial assistance to NGOs / Animal Welfare Organizations for carrying out animal welfare related activities in India. Gen. Kharb is the first Veterinarian to be the chairperson of AWBI. AWBI is also responsible for generating awareness in the public about compassion, love and kindness towards animals and their protection from being subjected to any cruelty. At present, the AWBI supports about 2500 animal NGOs who are carrying out Animal Birth Control / Anti Rabies (ABC/AR) Programme for stray dogs, protection of stray & ownerless cattle in Goshalas and other species of ownerless animals.

Under the stewardship of Gen. Kharb the AWBI has initiated several new projects such as:

Starting new Pilot Projects for controlling the population of stray dogs (Animal Birth Control) and incidence of Rabies in several Metros.

Starting participatory Animal Welfare – a new concept of making Civic bodies and State Department of Animal Husbandry as stakeholders with AWBI in ABC/AR programme (Rabies Free India Project) thus expanding the scope of ABC programme.

Training Gaushala personnel (cow rescue homes) to utilize full energy potential of cow dung (Biomass) by producing Biogas, Methane gas, electricity generation from Biogas and production of Vermicompost from cow dung (Bio fertilizer) and Biopesticides using cow urine for organic farming, local breed improvement to help Gaushalas achieve self sustenance & to act as training centers for farmers. This has also lead to environmental protection by utilizing Green House Gases from Biomass in approximately 1500 Gaushalas all over the country.

Starting for the first time a new training programmes to upgrade the skills of Veterinarian, Para Vets, Dog catchers and Hony. Animal Welfare Officers for animal NGOs at National Institute of Animal Welfare (NIAW) with the help of Ministry of Environment & Forests and Vets Beyond Border – an Australian NGO.

Revising Prevention of Cruelty to Animals Act, 1960 to give it more teeth for implementation of animal protection laws.

Revision of Transportation of Animal Rules- Formulating guidelines for Euthanasia for animals suffering incurable diseases, incurably injured etc. Dog Breeding & Marketing Rules and Fish Breeding & Marketing Rules.

Formulating SOP for Animal Birth Control – Spay - Neuter surgery to have a uniform code of practice for controlling the overpopulation of Dogs and high incidence of Rabies for guidance of NGOs/Veterinarians /AWOs/SPCAs implementing ABC programme.

Devising a new approach for Humane Education Programme targeting separately the School Children, Resident Welfare Associations, Govt. Officials etc.

Participation in International Workshops / Conferences on Animal Welfare

Gen. Kharb represented India in WSPA organized meet of 5 Nations Steering Committee meeting regarding Universal Declaration on Animal Welfare (UDAW) held in New York on 14th December, 2006 and addressed the meeting on India’s support to UDAW and role of AWBI in promoting Animal Welfare.

Attended the last two Asia for Animals Conference held at Chennai-India and Indonesia - Bali respectively in 2007 & 2008 and spoke on AWBI addressing emerging challenges besides participating in formulating he recommendations of the Conference.

Invited by HSI to Animal Welfare Conference at ORLANDO-US, 2008 and also addressed the HSUS conference on Animal Welfare and spoken on challenges faced by NGOs in their Noble work.

Was invited to the 15th Commonwealth Veterinary Association, Asian Regional Meeting, Conference and Workshop on Concepts in Animal Welfare held at Bangalore, India from February 22nd to 24th, 2008. The theme of the conference was “Challenges facing the Veterinary profession: Adaptation and Preparedness”. Gen. Kharb inaugurated the workshop on concept in Animal Welfare. The event was jointly organized by Commonwealth Veterinary Association, World Society for Protection of Animals, Asian Office, Bangkok, Karnataka Veterinary, Animal and Fisheries Sciences University, Bidar and the Karnataka Veterinary Council.

Was invited by FAO at its HQ in Rome as one of the 10 Experts in his individual capacity for Expert meeting on Capacity Building to Implement Good Animal Welfare Practices held at Rome from 29 Sept to 3 Oct, 2008.

Was invited by OIE in his individual capacity to participate in the 2nd Global conference on Animal Welfare held at Cairo-Egypt from 20th -22nd Oct, 2008.
