Bharatendra Singh Baswan

Bharatendra Singh Baswan (भारतेन्द्र सिंह बासवान), IAS Retd. originally from UP. He was 1967 Batch MP cadre, later went to Chhatisgarh cadre on division of the state. He was one of the Dynamic and Honest IAS officer.

Education

Baswan was born on 25-06-1945 . He studied in Doon School Dehradun and in Aton England. He did Master's degree in English and Economics. He was educated at the Doon School, Dehradun; St. Stephen's College, Delhi; Elphinstone College, Bombay; Victoria University, Manchester (UK); and Banff School of Advanced Management, Canada.

Career in IAS

He started career in IAS in 1967 in Madhya Pradesh. Later he went to Chhatisgarh cadre on division of the state. He was Director of Lal Bahadur Shastri National Academy of Administration Mussorie. He was Secretary of Education Department in Centre during NDA regime. [1]

During his career, he has held many important positions such as, Director, Indian Institute of Public Administration, Secretary, Department of Secondary and Higher Education, MHRD, Govt. of India as well as the Director, Lal Bahadur Shastri National Academy of Administration, Mussoorie.

He has served as Commissioner, Higher Education, Government of M.P., Director, Institute of Secretariat Training and Management, Government of India; Joint Secretary(Training), Ministry of Personnel, Government of India, DFID/World Bank Consultant for Forest Policy – 1999; Secretary, National Commission for Minorities, Government of India; Chairman, National Pharmaceutical Pricing Authority (Ministry of Chemicals and Petrochemicals), Secretary, Ministry of Tribal Affairs, Government of India, Secretary, Ministry of Social Justice & Empowerment, Government of India. Post retirement, he also served as Fellow, Singapore Institute of Arbitrators, Senior Consultant, Planning Commission, Government of India.

After retirement

After retirement, Shri Baswan has been in the Results Framework Document team for the Cabinet Secretariat, Member/Chair of some official committees, Chairman, Lawrence School Lovedale and the Delhi Public Library, a Member of the Board of Governors/ Management Committees of some universities and schools, took assignment with UNDP at Kabul to train Afghan civil servants in 2010 and Consultant WMF (MP Project).

A government panel called this week for a reduction in the upper-age limit of candidates for India’s civil services examination, prodding the NDA administration to ditch a decades-long practice of raising the ceiling under political compulsion. The government indicated it is likely to accept the recommendation, with Union minister Jitendra Singh asking Lok Sabha on Wednesday to evolve a consensus on reducing the upper-age limit. The panel headed by former education secretary BS Baswan submitted its report on Tuesday to the Union Public Service Commission (UPSC) that conducts the examination. The current upper-limit for general, able-bodied candidates is 32. The committee recommended it be reduced to 27 over five years after a two-year freeze.[2]
