Service Particulars
After obtaining his engineering degree in 1966 he joined U.P Irrigation Deptt as Assistt Engineer on 13-12-1966 and after serving in various capacities retired on 30-09-2000 . He has been a prolific public servant who spent 34 years in the U.P.Irrigation Department in progressive roles , retiring as the Managing Director of the U.P.Projects Corporation . Mr Singh helped turned around the performance of various departments ,he served , through the successful implementation of policy changes for which he is widely recognized . He was known for his integrity , professional competence , reformative work culture and responsive attitude towards his stakeholders , which included farmers , his employees and consumers .
After retirement he worked as technical advisor to the Irrigation Deptt for the design and planning of a technical museum and park at Lucknow (3-8-2003 to 3-4-2005) . Later on U.P.Govt appointed him as a member of the evaluation committee, constituted for the World Bank financed project for the restructuring and restrengthening of U.P irrigation deptt. (9-9-2005 to 13-9-2008). He chaired the sub-committee of Chief Engineers to review the final draft and make recommendations .
Positions in Important Service Organizations
1. President of U.P Engineers Association from 1984-1986 (A representative body of all engineers serving in govt and semi-govt organizations of Uttar Pradesh).
2. President of Eastern Regional Federation of State Engineers Services Associations from 1986-1988 . (representing U.P, Bihar, West-Bengal, Orissa, Nagaland, Assam, Meghalaya, Mizoram, Tripura, Arunanchal Pradesh)
3. President of Indian Engineers federation from 1988-1994 . (A representative body of all engineers serving in different states and central organizations)
In the aforesaid capacities he worked for rationalization of cadre structures , removal of disparities in pay structures and improvement in working procedures of the engineering organizations of the states and the country .In addition to this he championed administrative reforms as well as lobbied for improvement in the quality of service to consumers .
Social Activities
Mr Singh has a passion for social service in general and for rural India in particular . He spared his time and energy for his passion even during his service period . Since his retirement he has continued to do the same to initiatives that support his passion for public service .
i) Chairman Gramin Kalyan Sansthan: Mr Singh hails from a family of farmers and is well versed with the issues that affect farming community . Driven to make a difference , he established a non-profit organization called Gramin Kalyan Sanathan in January 1987 , during the service , to work on the myrid issues that affect farmers and the rural population of India .Since its inception the Sansthan has conducted 10 studies pertaining to socio-economic problems of rural areas. It has organized 22 symposiums and workshops, 4 state level and 4 national seminars regarding various aspects of rural development including; agriculture, animal husbandry, land and water management, participatory irrigation management, transport, migration of rural population, education, rural housing, rural communication, agro based industries and administrative reforms. Some of the important studies, workshops and seminars have been conducted in collaboration with important organizations such as WALMI, U.P State land Use Board, Irrigation Deptt, Indian water Resource Society and Institution of engineers. In addition to these activities the Santhan has organized awareness camps, health camps and educational programs for the benefit of weaker sections of the society.
ii) Chairman Madhyam Sahityic Sansthan: Mr Singh is the Chairman of Madhyam Sahityic Sansthan , a national literary society founded over 50 years ago that supports literary activities . Eminent literary persons like Dr Harivansh Rai Bachhan , Dr Shivmangal Singh Suman , Sri Vidyaniwas Misra , Sri Thakur Prashad Singh have been associated with this society . Each year , the society awards two eminent authors for exceptional work in literature and poetry (Hasya & Vayangya) . Sri Surendra Sharma , Sri Ashok Chakradhar ,Sri Kumar Vishwas , Sri Narendra Kohli are some of them .
iii) President Bhartiya Jat Sabha Lucknow: Mr Singh has been associated with social organizations of Jat Community since 1971 .Since 2005 he is heading the Bhartiya Jat Sabha Lucknow as President . From 1994 onwards he was working with the group of officers and politicians who were making efforts for inclusion of the Jat community in the O.B.C lists at the Central and State level . He was also in the group fighting the case at Supreme Court Level . Under his leadership Bhartiya Jat Sabha carried out an intensive socio-economic survey of Jat households of Western U.P on the demand of Justice Raghvendra Committee ,constituted by U.P.Govt , to review the case of Jat Reservation . The survey report conclusively justified the case of Jat Reservation in U.P.
iv) Advisor to Saroj Educational Group: Mr Singh helped the Saroj Educational Group as advisor from 2008 to 2013. This Group was managing 3 engineering colleges, 2 management colleges and 3 Pharmacy colleges .
v) President Surajmal Memorial Education Society: Mr Singh is actively associated with the Surajmal Memorial Education society New Delh . Presently he holds the position of President of the Society ,which has more than 9000 members from all parts of the country and running following educational institutes .:
