Belgium (बेल्जियम) is a country in Northwestern Europe. The capital and largest city is Brussels.

Location

The country is bordered by the Netherlands to the north, Germany to the east, Luxembourg to the southeast, France to the southwest, and the North Sea to the northwest. The capital and largest city is Brussels; other major cities are Antwerp, Ghent, Charleroi, Liège, Bruges, Namur, and Leuven.

Language

Belgium is home to two main linguistic communities: the Dutch-speaking Flemish Community, which constitutes about 60 percent of the population, and the French-speaking Community, which constitutes about 40 percent of the population. A small German-speaking Community, numbering around one percent, exists in the East Cantons. The Brussels-Capital Region is officially bilingual in French and Dutch, although French is the dominant language. Belgium's linguistic diversity and related political conflicts are reflected in its complex system of governance, made up of six different governments.

History

Antiquity: According to Julius Caesar, the Belgae were the inhabitants of the northernmost part of Gaul, which was much bigger than modern Belgium. He also specifically used the Latin word "Belgium", to refer to a politically dominant part of that larger region, which is now in northernmost France.[1]

Modern Belgium corresponds to the lands of the Morini, Menapii, Nervii, Germani Cisrhenani, Aduatuci, and, around Arlon, a part of the country of the Treveri. Caesar described these regions as a less economically developed transition zone, which had links to the Germanic tribes over the Rhine.

After Caesar's conquests, Gallia Belgica came to be the Latin name of a large Roman province covering most of Northern Gaul, including the Treveri. Areas closer to the lower Rhine frontier, including the eastern part of modern Belgium, eventually became part of the frontier province of Germania Inferior, which continued to interact with the their neighbours outside the empire. At the time when central government collapsed in the Western Roman Empire, the Roman provinces of Belgica and Germania were inhabited by a mix of a Romanized population and Germanic-speaking Franks who came to dominate the military and political class.

Middle Ages: During the 5th century, the area came under the rule of the Frankish Merovingian kings, who were probably first established in what is northern France. During the 8th century, the kingdom of the Franks came to be ruled by the Carolingian Dynasty, whose centre of power was the area which is now eastern Belgium.[2]The frankish kingdom had been divided up in many ways, but the Treaty of Verdun in 843 divided the Carolingian Empire into three kingdoms, whose borders had a lasting impact on medieval political boundaries. Most of modern Belgium was in the Middle Kingdom, later known as Lotharingia, but the coastal county of Flanders, west of the Scheldt, became part of West Francia, the predecessor of France. In 870 in the Treaty of Meerssen, modern Belgium lands all became part of the western kingdom for a period, but in 880 in the Treaty of Ribemont, Lotharingia returned to the lasting control of the Holy Roman Emperor. The lordships and bishoprics along the "March" (frontier) between the two great kingdoms maintained important connections between each other. The county of Flanders expanded over the Scheldt into the empire, and during several periods was ruled by the same lords as the county of Hainaut.

In the 13th and 14th centuries, the cloth industry and commerce boomed especially in the County of Flanders and it became one of the richest areas in Europe. This prosperity played a role in conflicts between Flanders and the king of France. Famously, Flemish militias scored a surprise victory at the Battle of the Golden Spurs against a strong force of mounted knights in 1302, but France soon regained control of the rebellious province.


The country as it exists today was established following the 1830 Belgian Revolution, when it seceded from the Netherlands, which had itself only existed since 1815. The name chosen for the new state is derived from the Latin word Belgium, used in Julius Caesar's "Gallic Wars", to describe a nearby region in the period around 55 BCE.[16] Belgium is part of an area known as the Low Countries, historically a somewhat larger region than the Benelux group of states, as it also included parts of northern France. Since the Middle Ages, its central location near several major rivers has meant that the area has been relatively prosperous, connected commercially and politically to its bigger neighbours. Belgium has also been the battleground of European powers, earning the moniker the "Battlefield of Europe",[3]a reputation strengthened in the 20th century by both world wars.

Belgium participated in the Industrial Revolution and, during the course of the 20th century, possessed a number of colonies in Africa.[4] Between 1885 and 1908, the Congo Free State, which was privately owned by King Leopold II of Belgium, was characterized by widespread atrocities and a population decline of millions, leading Belgium to takeover the territory as a colony.[5]

The second half of the 20th century was marked by rising tensions between the Dutch-speaking and the French-speaking citizens fuelled by differences in language and culture and the unequal economic development of Flanders and Wallonia. This continuing antagonism has led to several far-reaching reforms, resulting in a transition from a unitary to a federal arrangement during the period from 1970 to 1993. Despite the reforms, tensions between the groups have remained, if not increased; there is significant separatism particularly among the Flemish; controversial language laws exist such as the municipalities with language facilities;and the formation of a coalition government took 18 months following the June 2010 federal election, a world record. Unemployment in Wallonia is more than double that of Flanders, which boomed after the Second World War.[6]

Belgium is one of the six founding countries of the European Union and its capital, Brussels, hosts the official seats of the European Commission, the Council of the European Union, and the European Council, as well as one of two seats of the European Parliament (the other being Strasbourg). Belgium is also a founding member of the Eurozone, NATO, OECD, and WTO, and a part of the trilateral Benelux Union and the Schengen Area. Brussels hosts the headquarters of many major international organizations such as NATO.

Belgium is a developed country, with an advanced high-income economy. It has very high standards of living, quality of life,[7] health care,[8] education,[9] and is categorized as "very high" on the Human Development Index.[10] It also ranks relatively high on the Global Peace Index.[11]

बेल्जियम उत्तर-पश्चिमी यूरोप में एक देश है। यह यूरोपीय संघ का संस्थापक सदस्य है। जर्मनिक और लैटिन यूरोप के मध्य अपनी सांस्कृतिक सीमा को विस्तृत किये हुए बेल्जियम, दो मुख्य भाषाई समूहों, फ्लेमिश और फ्रेंच-भाषी, मुख्यतः वलून्स सहित जर्मन भाषियों के एक छोटे समूह का आवास है। बेल्जियम के दो सबसे बड़े क्षेत्र हैं, उत्तर में 59% जनसंख्या सहित फ्लेंडर्स का डच भाषी क्षेत्र और वालोनिया का फ्रेंच भाषी दक्षिणी क्षेत्र, जहाँ 31% लोग बसे हैं। ब्रुसेल्स-राजधानी क्षेत्र, जो आधिकारिक तौर पर द्विभाषी है, मुख्यतः फ्लेमिश क्षेत्र के अंतर्गत एक फ्रेंच भाषी एन्क्लेव है और यहाँ 10% जनसंख्या बसी है। पूर्वी वालोनिया में एक छोटा जर्मन भाषी समुदाय मौजूद है। बेल्जियम की भाषाई विविधता और संबंधित राजनीतिक तथा सांस्कृतिक संघर्ष, राजनीतिक इतिहास और एक जटिल शासन प्रणाली में प्रतिबिंबित होता है।

बेल्जियम नाम, गॉल के उत्तरी भाग में एक रोमन प्रान्त, गैलिया बेल्जिका से लिया गया है, जो केल्टिक और जर्मन लोगों के एक मिश्रण बेल्जी का निवास स्थान था। ऐतिहासिक रूप से, बेल्जियम, नीदरलैंड और लक्ज़मबर्ग, निचले देश के रूप में जाने जाते थे, जो राज्यों के मौजूदा बेनेलक्स समूह की तुलना में अपेक्षाकृत कुछ बड़े क्षेत्र को आवृत किया करते थे। मध्य युग की समाप्ति से लेकर 17 वीं सदी तक, यह वाणिज्य और संस्कृति का एक समृद्ध केन्द्र था। 16वीं शताब्दी से लेकर 1830 में बेल्जियम की क्रांति तक, यूरोपीय शक्तियों के बीच बेल्जियम के क्षेत्र में कई लड़ाइयाँ लड़ी गईं, जिससे इसे यूरोप के युद्ध मैदान का तमगा मिला - एक छवि जिसे दोनों विश्व युद्ध ने और पुष्ट किया। अपनी स्वतंत्रता पर, बेल्जियम ने उत्सुकता के साथ औद्योगिक क्रांति में भाग लिया और उन्नीसवीं सदी के अंत में, अफ्रीका में कई उपनिवेशों पर अधिकार जमाया। 20वीं सदी के उत्तरार्ध को फ्लेमिंग्स और फ्रैंकोफ़ोन के बीच साँप्रदायिक संघर्ष की वृद्धि के लिए जाना जाता है, जिसे एक तरफ तो सांस्कृतिक मतभेद ने भड़काया, तो दूसरी तरफ फ्लेनडर्स और वालोनिया के विषम आर्थिक विकास ने। अब भी सक्रिय इन संघर्षों ने पूर्व में एक एकात्मक राज्य बेल्जियम को संघीय राज्य बनाने के दूरगामी सुधारों को प्रेरित किया।

इतिहास: पहली शताब्दी ई.पू. में, स्थानीय कबीलों को हराने के बाद रोमन ने गैलिया बेल्जिका का प्रान्त बनाया। 5वीं शताब्दी के दौरान जर्मनिक फ्रेंकिश जनजातियों द्वारा क्रमिक आप्रवास ने इस क्षेत्र को मेरोविन्गियन राजाओं के शासन के अधीन कर दिया। 8वीं सदी के दौरान शक्ति के क्रमिक बदलाव ने फ्रैंक्स राज्य को केरोलिंगियन साम्राज्य के रूप में विकसित होने को प्रेरित किया। 843 में वर्दन संधि ने इस क्षेत्र को मध्य और पश्चिमी फ्रान्सिया में विभाजित किया, यानी कमोबेश स्वतंत्र जागीरों के एक सेट में, जो मध्ययुग के दौरान या तो फ्रांस के राजा के या पवित्र रोमन सम्राट के जागीरदार थे। इनमें से कई जागीरों को 14वीं और 15वीं सदी के बरगंडियन नीदरलैंड में एकीकृत कर लिया गया। सम्राट चार्ल्स V ने 1540 के दशक में सत्रह प्रान्तों के व्यक्तिगत संघ को विस्तृत किया और इसे 1549 के राजकीय अध्यादेश द्वारा एक व्यक्तिगत संघ से अधिक बनाते हुए अपना प्रभाव प्रिंस-बिशपरिक ऑफ़ लीग पर फैलाया।

प्राचीनकाल में यूरोप देश

दलीप सिंह अहलावत[12] लिखते हैं: यूरोप देश - इस देश को प्राचीनकाल में कारुपथ तथा अङ्गदियापुरी कहते थे, जिसको श्रीमान् महाराज रामचन्द्र जी के आज्ञानुसार लक्ष्मण जी ने एक वर्ष यूरोप में रहकर अपने ज्येष्ठ पुत्र अंगद के लिए आबाद किया था जो कि द्वापर में हरिवर्ष तथा अंगदेश और अब हंगरी आदि नामों से प्रसिद्ध है। अंगदियापुरी के दक्षिणी भाग में रूम सागर और अटलांटिक सागर के किनारे-किनारे अफ्रीका निवासी हब्शी आदि राक्षस जातियों के आक्रमण रोकने के लिए लक्ष्मण जी ने वीर सैनिकों की छावनियां आवर्त्त कीं। जिसको अब ऑस्ट्रिया कहते हैं। उत्तरी भाग में ब्रह्मपुरी बसाई जिसको अब जर्मनी कहते हैं। दोनों भागों के मध्य लक्ष्मण जी ने अपना हैडक्वार्टर बनाया जिसको अब लक्षमबर्ग कहते हैं। उसी के पास श्री रामचन्द्र जी के खानदानी नाम नारायण से नारायण मंडी आबाद हुई जिसको अब नॉरमण्डी कहते हैं। नॉरमण्डी के निकट एक दूसरे से मिले हुए द्वीप अंगलेशी नाम से आवर्त्त हुए जिसको पहले ऐंग्लेसी कहते थे और अब इंग्लैण्ड कहते हैं।

द्वापर के अन्त में अंगदियापुरी देश, अंगदेश के नाम से प्रसिद्ध हुआ, जिसका राज्य सम्राट् दुर्योधन ने अपने मित्र राजा कर्ण को दे दिया था। करीब-करीब यूरोप के समस्त देशों का राज्य शासन आज तक महात्मा अंगद के उत्तराधिकारी अंगवंशीय तथा अंगलेशों के हाथ में है, जो कि ऐंग्लो, एंग्लोसेक्शन, ऐंग्लेसी, इंगलिश, इंगेरियन्स आदि नामों से प्रसिद्ध है और जर्मनी में आज तक संस्कृत भाषा का आदर तथा वेदों के स्वाध्याय का प्रचार है। (पृ० 1-3)।

यूरोप अपभ्रंश है युवरोप का। युव-युवराज, रोप-आरोप किया हुआ। तात्पर्य है उस देश से, जो लक्ष्मण जी के ज्येष्ठपुत्र अङ्गद के लिए आवर्त्त किया गया था। यूरोप के निवासी यूरोपियन्स कहलाते हैं। यूरोपियन्स बहुवचन है यूरोपियन का। यूरोपियन विशेषण है यूरोपी का। यूरोपी अपभ्रंश है युवरोपी का। तात्पर्य है उन लोगों से जो यूरोप देश में युवराज अङ्गद के साथ भेजे और बसाए गये थे। (पृ० 4)

कारुपथ यौगिक शब्द है कारु + पथ का। कारु = कारो, पथ = रास्ता। तात्पर्य है उस देश से जो भूमध्य रेखा से बहुत दूर कार्पेथियन पर्वत (Carpathian Mts.) के चारों ओर ऑस्ट्रिया, हंगरी, जर्मनी, इंग्लैण्ड, लक्षमबर्ग, नॉरमण्डी आदि नामों से फैला हुआ है। जैसे एशिया में हिमालय पर्वतमाला है, इसी तरह यूरोप में कार्पेथियन पर्वतमाला है।

इससे सिद्ध हुआ कि श्री रामचन्द्र जी के समय तक वीरान यूरोप देश कारुपथ देश कहलाता था। उसके आबाद करने पर युवरोप, अङ्गदियापुरी तथा अङ्गदेश के नाम से प्रसिद्ध हुआ और ग्रेट ब्रिटेन, आयरलैण्ड, ऑस्ट्रिया, हंगरी, जर्मनी, लक्षमबर्ग, नॉरमण्डी, फ्रांस, बेल्जियम, हालैण्ड, डेनमार्क, स्विट्जरलैंड, इटली, पोलैंड आदि अङ्गदियापुरी के प्रान्तमात्र महात्मा अङ्गद के क्षेत्र शासन के आधारी किये गये थे। (पृ० 4-5)

नोट - महाभारतकाल में यूरोप को ‘हरिवर्ष’ कहते हैं। हरि कहते हैं बन्दर को। उस देश में अब भी रक्तमुख अर्थात् वानर के समान भूरे नेत्र वाले होते हैं। ‘यूरोप’ को संस्कृत में ‘हरिवर्ष’ कहते थे। [13]
